The IP and host name are generated every time you log in somewhere. From this you can usually get a company name and location. Between this and timestamps, you can get a pretty good idea of where somebody is (this by the way is really the only information anybody gets in order to catch online criminals. You need to go directly to the ISP to get more).
There almost always in a company name associated with it. In that case, it was City Center, which is the generic name for all the MGM properties in the area.
When I'm at work (as I am right now), they route internet traffic all through a certain place. Presumably so they can more efficiently keep an eye on us (Hi bored IT guys). It looks like it's in Concord, CA.
But you can usually get an inkling that this is what's being done by looking at the host name. In this case it's likely the company I work for. But when you log in at home, you'll be under Comcast/Time Warner/whatever which doesn't re-direct anywhere.
TL;DR Since those posts with Aria IPs were made a few weeks ago, I'd have had to know THEN that we were going to have this discussion several weeks later in order to try and spoof a Vegas IP.
Also, it's interesting to note that my work IP range has been permanently banned from Packpride. lol.
